I read another comment somewhere this morning that said this was false... that the numbers are inflated. I wonder if it's true, or not.

The other site gives a much more modest estimate of 6.3%, and there's no explanation given for the discrepancy.

The numbers were from Cloudflare when you filter out "non-human users"

so it's a rise of bots in human clothing.
